Transformative Reforms in Railway Recruitment as 5,500 new servers of higher capacity have been introduced replacing the older ones

New Delhi, Jul 13 (BVI): The Ministry of Railways has undertaken a series of reforms to modernize, streamline,
and to make recruitment processes transparent.
These reforms are the outcome of multiple rounds of intensive review and dialogue led personally by Railway Minister Ashwini Vaishnaw as decisions are taken after involving Railway officials, candidates, coaching institutes, other stakeholders and consultative forums.
Key Reforms and Initiatives:
1. Annual Recruitment Calendar Introduced: For the first time, an Annual Recruitment Calendar has been introduced from 2024 for Group “C” posts, bringing transparency,
predictability, and assurance to candidates. The calendar outlines time-bound stages from notification to final examination across categories including ALP, Technicians,
NTPC, Paramedical, RPF, and Level-1 posts.2.
Reduced Notification-to-Exam Time Gap: The average time from notification to the first stage exam has been brought down to approximately 8 months, with further reduction expected as the system stabilizes.
3. Massive Expansion in Exam Infrastructure: Over 325 centres per day with a capacity of ~350 candidates each are currently operational. Exam Conducting Agencies (ECAs)
have been directed to expand capacity, with an additional 25,000 nodes per shift planned.
○ Efforts are made to allot centres to candidates within 250 kms of the address mentioned in the application.
○ In case of exception due to locational constraint, the range may extend to within 500 kms.
4. Anti-Fraud Measures & Technological Innovations:
Facial Recognition using Aadhaar e-KYC
100% Mobile Jammer Deployment across 7,000+ centres (resulting in zero cheating cases in the June 2025 RRB exam)
Real-Time Face Matching at registration
Aadhaar e-KYC based Photo Validation: Photographs fetched through Aadhaar eKYC during the examination are matched with the images captured at the time of submission of application and during the registration on exam day,
adding an extra layer of post-exam scrutiny.
These steps have ensured integrity, fairness, and zero-tolerance toward impersonation or cheating.
Inclusive Eligibility & Waitlist Reforms:
For Level-1 posts, the revised qualification of “10th pass or ITI or National Apprenticeship Certificate” reflects feedback from candidates and expands access.
The waitlisting system has been improved by factoring in non-joining cases upfront by enhancing notified vacancies, ending the prolonged uncertainty for waitlisted candidates.
6. Candidate-Friendly Measures:
One-Time Registration (OTR) enables ease of applying across cycles.
Friendly RRB Websites with audio features ensure accessibility.
More Inclusive Guidelines now permit religious symbols during exams without compromising exam sanctity.
7. Technological and Process Overhaul:
ECAs have procured 5,500+ new high-capacity servers Patch systems introduced to prevent system lock/unlock errors
Question content now reviewed by experts and translators
Departmental Reforms: CBATs and Tab-based Tests rolled out for departmental ALP and promotional exams for greater efficiency.
More secular instructions for allowing religious symbols :
Earlier as per instructions, candidates were not allowed to carry religious symbols into the examination centers during the examination.
These instructions have been made more secular without compromising the integrity of the examinations.
These reforms mark a new era in railway recruitment – transparent, tech-driven, inclusive, and time-bound – by technocrat Minister Ashwini Vaishnaw.
